I have not accepted the offer, I don’t want to accept the payment that I have received?

If you are disputing the pre-accident value (PAV) placed on your vehicle by the fault insurer, you are entitled to retain the payment on an interim basis. 

This does not affect your right to dispute the pre-accident value if you can provide evidence to back up your claim.
